The Lessees shall have the power

to sub-lesse any portion of the

Reserved Area to any person or persons

other than of Portuguese extraction

but such power would only be exercised

in the event of their being an insuf-

ficient demand for sub-leases by

persons of Portuguese extraction.

The Lessees shall have the right

to refuse to grant sub-leases to any

person or sanction the transfer of

sub-leases to any person without being

required to state their reason for so

refusing and no appeal shall lie from

the decision of the Lessees regarding

the same.

The Lessees consider that it is essential that they should have power to sub-lease to persons other than of Portuguese extraction in the event of partial or total failure of the scheme. Buch power, however, would be exercised with the greatest possible care by the lessees.
